The Board of the South African Library for the Blind (SALB) is seeking applications from qualified and experienced professionals for the roles of Member of the Audit and Risk Committee (ARC). These positions are appointed by the Board, with responsibilities specific to overseeing risk management, financial reporting, ICT governance, combined assurance, and internal control systems.
The ARC of the SALB is an advisory committee established under Section 77 of the Public Finance Management Act (PFMA), Act No. 1 of 1999, and Regulation 3.1 of the National Treasury Regulations. The ARC performs an independent advisory role to the SALB's Accounting Authority, overseeing risk management, financial reporting, ICT governance, combined assurance, and internal control systems and processes. The committee also ensures that the SALB complies with all relevant laws and regulations.
Positions Available:
• Two x Audit and Risk Committee Members
Duration: The term of office of the ARC member shall be a period of three (3) years.
Responsibilities:
• Provide oversight responsibilities and advice to the SALB Accounting Authority regarding,
amongst others the efficiency of the SALB’s internal controls, the financial reporting, risk
management, governance procedures and ICT strategic objectives and systems.
• Obtain reasonable assurance with regards to the adequacy and effectiveness of the
controls responding to risks within the SALB’s governance, operations and information
systems.
• Consider, review and recommend to the SALB Accounting Authority the necessary
documents for approval.
• Review the findings of internal and external auditors and monitor the audit action plans.
• review and approval of the SALB’s risk register.
• Review and provide strategic advice on the South African Library for the Blind’s (SALB)
systems, policies, and procedures, with a specific focus on Finance and Information and
Communication Technology (ICT) governance, ensuring alignment with PFMA guidelines.
• Promote and drive ethical behaviour within the SALB, particularly in the realms of Finance
and ICT governance, ensuring compliance with PFMA standards and fostering a culture
of integrity and accountability.
• Monitor, review and advise the Accounting Authority on matters set out in the SALB ARC
Charter.
• Perform ad hoc activities as and when requested by the SALB Accounting Authority.
• The ARC will meet at least four (4) times per annum.
Minimum Requirements:
• A relevant NQF 8 or higher-level qualification (as accredited by SAQA) in
Accounting/Auditing/Risk Management.
• Being a member in good standing with their professional bodies will be advantageous.
• A minimum of ten (10) years’ working experience in auditing, risk, or accounting.
• Must possess a minimum of five (5) years’ experience serving as an executive or in an
audit committee within the public sector environment.
• Advanced qualification and certification in finance and accounting will be an added
advantage (e.g., CA(SA), MBA; MCom Finance etc).
• Candidates should demonstrate proven experience of participating in governance
structures as well as the ability to dedicate time to the activities of the SALB ARC.
Competencies and personal attributes:
• Knowledge and understanding of the PFMA and its regulations; GRAP; IFRS; the National
Treasury regulations and practice directives/instruction notes;
• Knowledge and understanding of the internal and external audit roles;
• Knowledge and understanding of governance, risk management principles and control
processes;
• Analysis and interpretation of financial statements;
• Performance management;
• Excellent communication skills (both verbal and written);
• Interpersonal skills;
• Ethical leadership;
• Ability to exercise sound judgment.

Remuneration:
Compensation for each role differs and is set per National Treasury guidelines.
